		<description>Well balanced, informative, fair, and incredibly naive.  No matter what guidelines, rules, laws, whatever, you put in place there will be those who ignore them.  Probably plenty of them.  Pop unders are nothing but a reaction to Pop-up blockers.  I told you I didn&#039;t want it so you find another way to do the same thing.  The odds that I will become a customer, now or in the forseeable future, have dropped to somewhere around zero.  Will advertisers stop doing whatever they need to do to get their message out?  No, they will not.</description>
